ABSTRAK
Indonesia merupakan buah pikir kebudayaan yang mewujud dalam suatu bangsa dan negara, dimana di dalamnya terdapat bermacam-macam kelompok suku-bangsa, ras, dan agama yang membentuk tulang rangka utama NKRI.Modernisasi yang tercipta menjadi ancaman bagi eksistensi warisan kebudayaan, khususnya budaya fisik di Kota Surakarta. Isu tentang Benteng Vastenburg menjadi penting dalam melahirkan Perda Heritage di Kota Surakarta, apalagi setelah terbitnya UU Nomor 11 Tahun 2010 tentang Cagar Budaya. Menanggapi  krisis ini, Dewan Perwakilan Rakyat Daerah (DPRD) Kota Surakarta selaku perwakilan rakyat di tingkat legislatif kota, mengambil langkah inisiatif untuk membentuk sebuah draf Rancangan Perda Cagar Budaya. Namun upaya formulasi ini direspon negatif oleh Sekretaris Daerah Kota Surakarta. Hal inilah yang mendasari  penelitian mengenai dinamika konflik antarstakeholders yang terjadi dalam proses formulasi Perda Nomor 10 Tahun 2013 tentang Pelestarian Cagar Budaya ini.
Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan sampel adalah purposive sampling. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dokumentasi. Teknik analisis data dengan cara model analisa data interaktif yaitu reduksi data, penyajian data dan verifikasi data. Untukmenguji validitas data yang digunakan adalah triangulasi.
Dari hasil penelitian dapat diketahui bahwa telah terjadi dinamika konflik antarstakeholder dalam proses formulasi Perda Cagar Budaya di Kota Surakarta. Ada tiga kali konflik yang terjadi.Pertama terjadi antara KPCBN dan Pemkot Solo dikarenakan adanya rencana pembangunan kawasan bisnis di lahan sengketa Benteng Vastenburg. Konflik yang belum dapat diselesaikan hingga saat ini terjadi pada saat pengolahan isu. Kedua, konflik antara Pemkot Kota Solo dan DPRD pada tahapan perancangan. Perbedaan persepsi terkait perlunya perda menjadi pemicu konflik ini. Konflik ini dapat dikompromikan setelah adanya penjelasan dari anggota dewan melalui sidang paripurna. Konflik yang ketiga terjadi antaranggota Panitia Khusus Cagar Budaya, dimana konflik terjadi dalam Pembicaraan tingkat II. Adanya perbedaan pandangan tentang waktu pengesahan, menjadi hambatan bagi Perda Cagar Budaya. Konflik internal dapat diakomodasi melalui konsultasi dengan Kementrian terkait. Setelah terkatung-katung selama satu tahun, perda berhasil disahkan pada akhir tahun 2013.

ABSTRACT
Indonesia is a thought that manifests itself in the culture of a nation and state,which included a diverse group of tribal , racial , and religiousthat make up the main skeleton ofIndonesia. Modernization which created a threat to the existence of cultural heritage , especially physical culture in Surakarta. The issue of the Fortress Vastenburg be important in formulating regional regulations Heritage in Surakarta, especially after the enactment of Law No. 11 Year 2010 on Cultural Heritage. In response to this crisis , the House of Representatives (DPRD ) of Surakarta as the representative of the people at the legislative level city , take the initiative to form the draft Regulation Heritage. However, this formulation efforts responded negatively by the Secretary of Surakarta Government. This is why the study of the dynamics of conflict among stakeholders that occur in the process of formulation of Regulation No. 10 Year 2013 on The Cultural Heritage Preservation.
The methodis useddescriptive qualitative, with a sample collection technique is purposive sampling. Data collection techniques used were interviews , observation , documentation. . Data analysis techniques by means of interactive data analysis model of data reduction , data presentation and data verification. To test the validity of the data used is triangulation.
From the results, it can be seen that there has been a conflict dynamics among stakeholders in the formulation process of the Heritage Regulation in Surakarta . There are three times the conflict. The first occurred between KPCBN and Solo City Government because of the business district development plans in the land dispute of Vastenburg Fortress . Theconflict that can not be resolved until now occurs during the processing of the issue. Second , the conflict between the Municipal Government and parliament Solo at the design stage . Differences in perceptions related to trigger the need for regulation of this conflict. This conflict can be compromised after the explanation of the board members through a plenary session. The third conflict occurs among members of the Special Committee on Cultural Heritage, where the conflict occurs in the second-level talks. The difference in views about the time of ratification, become an obstacle to regulation heritage. Internal conflicts can be accommodated through consultation with the relevant Ministry . After suspended for a year, regulation successfully passed the end of 2013.
