ABSTRAK
Tujuan penelitian ini yaitu: (1) mendeskripsikan langkah-langkah penerapan model pembelajaran kooperatif tipe CIRC, (2) mendeskripsikan peningkatan keterampilan membaca pemahaman dengan menerapkan model pembelajaran kooperatif tipe CIRC, (3) mendeskripsikan kendala dan solusi penerapan model pembelajaran kooperatif tipe CIRC dalam meningkatkan keterampilan membaca pemahaman pada siswa kelas IV SDN 2 Ngasinan tahun ajaran 2014/2015.
Penelitian Tindakan Kelas (PTK) kolaboratif ini dilaksanakan dalam 3 siklus. Setiap siklus terdiri dari: perencanaan, pelaksanaan, observasi, dan refleksi. Teknik pengumpulan data berupa  observasi, wawancara, dan tes. Validitas data pada penelitian ini menggunakan triangulasi sumber dan triangulasi teknik.
Hasil penelitian menunjukkan bahwa: (1) penerapan model pembelajaran kooperatif tipe CIRC sudah dilaksanakan sesuai langkah-langkahnya, yaitu membentuk kelompok heterogen, pemberian bahan belajar, tahap pembelajaran, prapenilaian teman, mempresentasikan hasil kelompok, pemberian pemahaman serta umpan balik kepada siswa, penilaian, dan penutup, (2) penerapan model pembelajaran kooperatif tipe CIRC dapat meningkatkan keterampilan membaca pemahaman siswa kelas IV SDN 2 Ngasinan tahun ajaran 2014/2015, dibuktikan dengan peningkatan hasil belajar siswa yang mencapai KKM 70, ketuntasan siswa pada siklus I mencapai 84,62% dengan rata-rata 74,56, siklus II mencapai 87,99% dengan rata-rata 75,83, dan siklus III mencapai 92,16% dengan rata-rata 82,00, (3) kendala yang dihadapi pada penerapan model pembelajaran kooperatif tipe CIRC dalam meningkatkan keterampilan membaca pemahaman siswa kelas IV SDN 2 Ngasinan tahun ajaran 2014/2015 yaitu: (a) siswa kurang memperhatikan kegiatan pembelajaran, (b) siswa kurang memahami tugasnya dalam kelompok, (c) siswa masih malu untuk bertanya, (d) guru kurang memberikan bimbingan saat berdiskusi berkelompok, (e) pemberian motivasi masih kurang. Solusi dari kendala tersebut yaitu: (a) guru senantiasa mengkondisikan siswa agar fokus pada materi, (b) guru sebaiknya menjelaskan tugas masing-masing dengan lebih jelas, (c) guru sebaiknya mendorong siswa untuk lebih percaya diri, (d) guru secara bergilir memberikan bimbingan pada setiap kelompok, (e) guru menambah motivasi kepada siswa.
Kesimpulan penelitian ini adalah penerapan model pembelajaran kooperatif tipe CIRC dapat meningkatkan keterampilan membaca pemahaman pada siswa kelas IV SDN 2 Ngasinan tahun ajaran 2014/2015.

ABSTRACT
The objectives of this research are: (1) to describe the steps of the application of CIRC Cooperative Learning model, (2) to describe the improvement of reading comprehension skills by implementing CIRC Cooperative Learning model, and (3) to describe the problems and solutions in the implementation of CIRC Cooperative Learning model in improving reading comprehension skills for the fourth grade students of SDN 2 Ngasinan in the academic year of 2014/2015.
This research is a collaborative Classroom Action Research (CAR) conducted in three cycles. Each cycle consists of planning, implementation, observation, and reflection. Data collection techniques were observation, interviews, and tests. Validity of data in this research applied triangulation of source and techniques.
The results show that: (1) the application of CIRC Cooperative Learning model was conducted according to the following steps: create a heterogeneous group, provide learning materials, learning stage, pre-assessment friend, present the results of the group, give understanding and feedback to students, assessment, and closing, (2) the application of CIRC Cooperative Learning model can improve students' reading comprehension skills for the fourth grade students of SDN 2 Ngasinan in the academic year of 2014/2015, evidenced by the increase of students’ learning outcomes reached minimum completeness criteria of 70, students completeness in the first cycle reached 84.62 % with an average of 74.56, in the second cycle reached 87.99% with an average of 75.83, and in the third cycle reached 92.16% with an average of 82.00, (3) problems encountered in the application of CIRC Cooperative Learning model in improving reading comprehension skills for the fourth grade students of SD Negeri 2 Ngasinan in the academic year of 2014/2015, namely: (a) the lack of attention to students learning activities, (b) the lack of understanding of students of their duties in the group, (c) students were still embarrassed to ask, (d) teachers did not provide guidance during the discussion groups, (e) the lack of motivation encouragement. The solution of those problems, namely: (a) the teacher manage the condition of students to focus on the material, (b) the teacher should explain each task more clearly, (c) the teacher should encourage students to be more confident, (d) the teacher provides guidance on each group, and (e) the teacher encourage motivation to students.
The conclusion of this research is the application of CIRC Cooperative Learning model can improve reading comprehension skills for the fourth grade students of SDN Ngasinan in the academic year of 2014/2015.
