ABSTRAK
Jenis pengamatan yang penulis gunakan dalam pengamatan ini adalah deskriptif kualitatif, sehingga diperoleh informasi yang menggambarkan realitas yang ada mengenai prosedur KPR Sejahtera Tapak Bersubsidi di BTN Cabang Pembantu Palur. Adapun sumber data yang digunakan dalam pengamatan ini diperoleh dari narasumber yang sesuai dengan posisi serta akses informasi yang sesuai dengan kebutuhan pengamatan, serta diperoleh dari dokumen dan arsip yang menunjang lainnya. Teknik pengumpulan data dalam pengamatan ini adalah melalui wawancara dengan nara sumber, observasi secara langsung, dan mengkaji dokumen dan arsip.
Dari hasil pengamatan dapat diketahui bahwa Prosedur Kredit Pemilikan Rumah jenis tapak bersubsidi di PT. Bank Tabungan Negara Cabang Pembantu Palur meliputi tujuh tahap. Tahap Pertama pengajuan berkas-berkas pinjaman yaitu pengajuan berkas-berkas pinjaman oleh pemohon kredit kepada bank. Tahap kedua verifikasi yaitu tahap pemeriksaan dan penyelidikan berkas-berkas pinjaman oleh bank. Tahap ketiga wawancara yaitu pihak bank melakukan wawancara kapada pemohon seputar penghasilan dan pengeluaran tiap bulan. Tahap keempat adalah on the spot, yaitu pihak bank melakukan survey di tempat kerja pemohon. Tahap kelima adalah keputusan kredit, yaitu pihak bank akan memberikan keputusan apakah pemohon berhak mendapatkan kredit atau tidak. Selanjutnya tahap keenam adalah akad kredit yaitu perjanjian kredit antara calon debitur, pihak bank, dan developer di hadapan notaris. Dan tahap ketujuh adalah pencairan dana setelah realisasi yaitu, penyaluran dana dari bank kepada developer.
Adapun cara pembayaran angsuran kredit pemilikan rumah tersebut dapat melalui Bank Tabungan Negara, melalui Kantor Pos, melalui bank lain, atau melalui potong gaji dari instansi tempat pemohon bekerja. Permasalahan yang timbul selama proses pengajuan kredit biasanya dalam tahap pengajuan berkas-berkas dan tahap verifikasi berkas pinjaman. Hal ini disebabkan karena kekurangpahaman debitur dalam memperoleh informasi dari bank. Oleh karena itu, pihak bank sebaiknya memberikan keterangan yang sejelas-jelasnya kepada debitur mengenai syarat-syarat pengajuan kredit tersebut. Sehingga proses kredit akan berjalan dengan cepat dan lancar.

Types of observations that the writer used in this observation was descriptive qualitative, in order to obtain information that described the reality that exist about procedure KPRTread prosperous Subsidizedin BTN Branch Assistant Palur. The source of data was used in this observation is obtained from informant that appropriate to the position as well as access to information according to the needs of the observations, and is obtained from documents and other files that support. Data collection techniques in this observation was through informant interviews, direct observations, and reviewing documents and archives. While the data analysis, the writer used the interactive model, the data was collected will be analyzed through the three stages of reductiondata, data presentation, and taking conclusion and its verification.
From the result of observation can be known that the procedures of Welfare Housing Loan Subsidized Tread on PT. Bank Tabungan Negara Branch Assistance Palur included seven stages. The first stage is submission sheaves loan that is submission sheaves loan by the credit requester on the bank. The second stage is verification that is the stage of examination and investigation the sheaves loan by the bank. The third stage of interview is the side of bank made interview to the applicant about income and expenses every month. The fourth stage is on the spot, the bank conducted survey on the job of applicant. The fifth is credit decision, the bank will give decision whether the applicant is entitled to get credit or not. The next stage is the sixth loan credit agreement is an agreement between prospective borrowers, the banks, and developers before a notary public.And seventh stage is the realization that after disbursement, the disbursement of funds from the bank to the developer.
As for the installment payment mortgages can be through the State Savings Bank, through the Post Office, through another bank, or through salary deductions from the institution where the applicant works. The problems that arise during the loan application process typically in filing stage of paperwork and verification stages of the loan file.
