ABSTRAK
Pelaksanaan pembangunan proyek harus diperhitungkan dan diatur sedemikian rupa, baik dari segi waktu maupun biaya agar dapat mencapai hasil yang maksimal. Salah satu langkah efisiensi yang dapat dilakukan adalah dengan melakukan percepatan. Dalam melakukan percepatan, faktor waktu, biaya, dan mutu harus diperhatikan, sehingga diperoleh waktu optimum, biaya optimum, dan mutu sesuai standar yang diinginkan. Proyek pembangunan gedung kantor kelurahan Ketelan, Surakarta dipilih sebagai studi kasus karena adanya permintaan dari pihak pemilik untuk mempercepat penyelesaian proyek menjadi lebih awal dari waktu rencana yang tercantum dalam kontrak. Adapun tujuan dari penelitian ini adalah untuk mencari waktu dan biaya optimum juga membandingkan biaya sebelum dan sesudah percepatan. Data penelitian yang digunakan adalah data primer berupa wawancara dengan pihak kontraktor dan data sekunder berupa RAB, kurva S, daftar satuan upah, dan jumlah pekerja. Penelitian ini menggunakan metode Time Cost Trade Off (TCTO) sebagai analisis percepatannya. Percepatan dilakukan dengan menambah jam kerja optimum selama 3 jam per hari. Diawali dengan mencari lintasan kritis menggunakan Microsoft Office Project 2007 kemudian melakukan crashing dan menghitung cost slope pada aktivitas yang berada pada lintasan kritis tersebut. Selanjutnya melakukan analisis TCTO dengan melakukan penekanan (kompresi) pada pekerjaan yang berada pada lintasan kritis dimulai dari cost slope terendah. Dari hasil analisis diperoleh biaya optimum sebesar Rp 2.423.431.995,68 dan waktu optimumnya 118 hari, sehingga didapatkan efisiensi biaya sebesar Rp 5.218.125,34 atau 0,2149% dan efisiensi waktu selama 22 hari atau 15,7143%.

ABSTRACT
The implementation of development projects must be calculated and arranged, both in terms of time and cost in order to achieve maximum results. One of the efficiency measurement that can be done by doing acceleration. Time, cost, and quality factor must be considered, in order to gain the optimum time, cost, and quality within the standards required. Village office building development project Ketelan, Surakarta chosen as a case study because of the demand from the owner to expedite the completion of the project earlier than the time stated in the contract. The purpose of this study are to find the optimum time and cost, also comparing before and after of time and cost acceleration.
The data used are primary data in the form of an interview with the contractor and secondary data like RAB, S curve, unit wage list, and the number of workers. This thesis uses Time Cost Trade Off (TCTO) as the analysis of acceleration. It was done by adding the optimum working hours for 3 hours per day. First, finding the critical path using the Microsoft Office Project 2007. Next, perform crashing and calculate the cost slope on the activities that are on the critical path. At last is doing analysis TCTO by applying pressure (compression) on a job that is on the critical path slope starting from the lowest cost.
The result of the analysis gained the optimum cost of Rp 2,423,431,995.68 and 118 days of the time. So the efficiency cost is Rp 5,218,125.34 or 0.2149% while the efficiency time is 22 days or 15.7143%.
