ABSTRAK
Pembangunan pada proyek konstruksi harus mempunyai pengelolaan penjadwalan yang tepat dalam melakukan percepatan. Salah satu faktor dilakukannya percepatan proyek adalah adanya perjanjian kontrak di awal bahwa proyek diharapkan segera selesai dengan waktu yang singkat. Faktor tersebut menjadi latar belakang Proyek Pembangunan Kelurahan Ketelan Surakarta dipercepat, dimana pemerintah sebagai pemilik proyek ingin agar proyek dapat selesai lebih cepat dari perencanaan awal.
Penelitian ini bertujuan untuk mempercepat waktu pelaksanaan proyek dan menganalisis sejauh mana waktu dapat dipersingkat dengan penambahan biaya minimum terhadap kegiatan yang bisa dipercepat kurun waktu pelaksanaannya. Metode percepatan yang digunakan adalah metode time cost trade off dengan proses crashing menggunakan alternatif penambahan tenaga kerja dan shift kerja. Crashing dilakukan pada lintasan kritis yang didapatkan dari hasil analisis network planning, CPM.
Rencana awal proyek yang dilakukan penelitian membutuhkan waktu penyelesaian 140 hari dengan biaya Rp. 2.428.650.121,03. Penelitian ini menunjukkan bahwa pada proses crashing tahap ke-5 dengan penambahan tenaga kerja mempunyai biaya optimal proyek sebesar Rp. 2.391.704.904,89 (98,479%) dengan waktu penyelesaian proyek 120 hari (85,714%). Total penambahan tenaga kerja setelah crashing adalah 14 orang pada setiap kegiatan yang telah dipercepat. Sedangkan alternatif shift kerja menghasilkan waktu optimal 71 hari (50,714%) dan biaya optimal Rp. 2.301.126.025,35 (94,749%) pada proses crashing tahap ke-24.

ABSTRACT
The development in the construction project should have the proper scheduling management in conducting the acceleration. One of the factors to do accelerated project is the existence of contractual agreements in the beginning that the project is expected to be done with a short time. These factor become acceleration background of Construction Project of Kelurahan Ketelan, Surakarta which the government as the owner wants the project can be completed faster than the initial planning.
The purposes of this study are to speed up the implementation of the project and analyzing the extent to which time can be shortened with the addition of a minimum costs against activities that can accelerate the implementation. The method is used time cost trade off with the process of crashing use manpower additional and shift working alternative. Crashing is done on critical path that obtained from the results of network planning analysis, CPM.
Initial planning of the project requires 140 days and the cost is Rp.2,428,650,121.03. This research shows that in the process of crashing at step-5 with manpower additional has Rp.2,391,704,904.89 (98.479%) as optimal cost and 120 days (85.714%) of optimal time project. Total additional of manpower after crashing is 14 people in every activity that has been accelerated. While the acceleration of shift working alternative produces 71 days (50.714%) as optimal time and has optimal cost Rp.2,301,126,025.35 (94.749%) that reached at step-24 of crash process.
