ABSTRAK
Dinamika perkembangan suatu kota serta adanya faktor-faktor lain dapat memunculkan beberapa permasalahan dalam perkembangan kota. Salah satu permasalah tersebut adalah perkembangan wilayah kota yang cenderung memusat di kawasan pusat kota. Dalam perkembangannya, wilayah bagian Barat Kota Madiun mengalami perkembangan yang lebih lambat dibanding wilayah lain. Pada tahun 2003, pemerintah Kota Madiun membangun sebuah jalan lingkar di bagian Barat Kota Madiun yang ditujukan untuk merangsang perkembangan wilayah di bagian barat kota madiun serta mengatasi kemacetan di pusat kota. Namun selama lebih dari 10 tahun pembangunan Jalan Lingkar Barat Kota Madiun, tidak terjadi perubahan penggunaan lahan yang besar di wilayah sekitarnya. Berdasarkan permasalahan itu, penelitian ini bertujuan untuk mengetahui pengaruh pembangunan Jalan Lingkar Barat Kota Madiun yang ditinjau dari aspek fisik lingkungan, ekonomi, sosial dan demografi
Dalam penelitian ini, metode yang digunakan adalah metode kuantitatif dengan 3 teknik analisis. Analisis deskriptif naratif akan melihat bagaimana karakteristik Jalan Lingkar Barat Kota Madiun dari segi tujuan dan karakteristik fisiknya. Analisis paired sample t test melihat perkembangan yang terjadi di wilayah sekitar Jalan Lingkar Barat Kota Madiun dari aspek fisik lingkungan, ekonomi, sosial dan demografi. Dan analisis deskriptif eksplanatif akan melihat hubungan pengaruh yang terjadi antara Jalan Lingkar Barat Kota Madiun dengan perkembangan wilayah di sekitarnya.
Hasil analisis menunjukkan bahwa karakteristik Jalan Lingkar Barat Kota Madiun baik. Perkembangan wilayah yang dilihat dari aspek fisik lingkungan dan sosial demografi menunjukkan perkembangan wilayah yang kurang signifikan, namun perkembangan wilayah yang dilihat dari aspek ekonomi menunjukkan adanya perkembangan wilayah yang signifikan. Sehingga dari penelitian ini dapat diketahui bahwa Jalan Lingkar Barat Kota Madiun memberikan pengaruh terhadap aspek ekonomi dalam perkembangan wilayah namun tidak memberikan pengaruh terhadap aspek fisik lingkungan dan sosial demografi.

ABSTRACT
The dynamics of the development of a city and the presence of other factors could bring some problems in development of the city. One of these problems is the development of urban areas tend to converge in the downtown area. During its development , Western Region of Madiun City has developed more slowly than other regions. In 2003, Madiun City government build a ring road in the Western Region of Madiun City intended to stimulate the development of the region in the Western of the Madiun City and overcome congestion in the city center. But for more than 10 years of construction of the West Ring Road Of Madiun City, there are no change of land use in the large surrounding area. Based on the problems, this study aims to find out the effect of the construction of the West Ring Road in Madiun City that in terms aspects of the physical environmental , economic, social and demographic.
In this study, the method used is quantitative method with three analytical techniques. Narrative descriptive analysis will see how the characteristics of the Western Ring Road of Madiun City in terms of goals and physical characteristics of the ring road. Analysis of paired sample t test would see the development that occurred in the area around the West Ring Road of Madiun City from physical environmental aspects, economic aspects, social and demographic aspects. An explanatory descriptive analysis will look at the influence relationship that occurs between the West Ring Road of Madiun City with the development of the surrounding area.
The analysis showed that the characteristics of the West Ring Road of Madiun City is good and the development of the area as seen from the physical environmental aspects and social demographics aspects indicate that the regional growth is less significant, but development of the region as seen from the economy aspect shows significant regional growth. So from this study can be seen that the West Ring Road of Madiun City give effect to the economic aspects of development of the region but does not give effect to the physical environment aspects and social demographics aspects.
