ABSTRAK
Penelitian ini dilatarbelakangi oleh gambaran program kebijakan car free day yang tidak berdasar hukum, namun dapat terlaksana di Purworejo. Tujuan penelitian ini untuk memberikan gambaran mengenai implementasi atau pelaksanaan car free day, dan untuk mengetahui identifikasi faktor-faktor pendukung dan penghambat implementasinya, serta untuk mengetahui respon masyarakat setempat terhadap implementasi car free day tersebut. Untuk menguraikan rumusan masalah dan demi tercapainya tujuan penelitian, peneliti menggunakan teori tahapan-tahapan dalam implementasi dari Solichin Abdul Wahab. Dan menggunakan teori model implementasi dari Van Metter dan Van Horn untuk mengidentifikasi faktor-faktor penghambat dan faktor-faktor pendukung implementasi program kebijakan.
Penelitian dengan pendekatan deskriptif kualitatif ini, menggunakan informan Unit Satuan Kerja Pemerintah Kabupaten Purworejo sebagai implementor kebijakan, dan informan pendukung masyarakat sebagai pihak yang dikenai kebijakan. Dalam mengumpulkan data, peneliti menggunakan metode wawancara, observasi, dan dokumentasi, serta teknik trianggulasi digunakan untuk menguji validitas data. Langkah-langkah menganalisa data menggunakan metode reduksi data, penyajian data, serta penarikan kesimpulan atau verifikasi.
Hasil penelitian menunjukkan bahwa; Implementasi car free day Purworejo dilakukan oleh Unit Satuan Kerja. Berdasarkan indikator output kebijakan dari badan pelaksana, Unit Satuan Kerja melaksanakan tugasnya menguraikan tujuan utama implementasi car free day, seperti; Dishubkominfo mengatur penutupan sementara beberapa ruas jalan yang menjadi kawasan car free day, Diskopperindagpar mengelola PKL, serta Kepolisian Purworejo bertugas dalam pengamanan, dan penertipan pengunjung di kawasan car free day. Berdasarkan indikator kepatuhan kelompok sasaran terhadap keputusan, Unit Satuan Kerja patuh terhadap segala peraturan yang termuat dalam kebijakan car free day tersebut. Berdasarkan indikator dampak nyata keputusan badan-badan pelaksana, implementasi tersebut dapat dikatakan berhasil dilaksanakan karena memenuhi berbagai macam syarat yang termuat.
Mengenai identifikasi faktor pendukung dan faktor penghambat; Faktor Standar dan sasaran, sumber daya, komunikasi, lingkungan sosial ekonomi politik, dan sikap pelaksana merupakan faktor-faktor yang mendukung proses implementasi kebijakan. Akan tetapi faktor kinerja kebijakan, dan kharakteristik badan pelaksana menjadi faktor-faktor yang menghambat implementasi kebijakan. Respon masyarakat terhadap implementasi program kebijakan car free day Alun-alun Purworejo muncul dengan berbagai bentuk. Seperti contoh nyata yang ada diantaranya; dalam bentuk kegiatan olahraga, aktivitas seni dan budaya, bisnis kuliner, non kuliner dan rekreasi.

ABSTRACT
This research is motivated by car free day program policy that not based on law, but implemented in Purworejo. The research objective is to provide an overview of the implementation of car free day, and to identify the implementing factors, as well as to determine the response of the local community towards the implementation of car free day. To decipher the problems and to achieve the purpose of the study, researcher used the stages implementation theory of Solichin Abdul Wahab. And using Van Metter and Van Horn's theory of  model implementation to identify the factors that supported and inhibited the implementation of the policy.
This qualitative descriptive research using Purworejo's Government Unit whose the implementor of policies as main informants, and the people of Purworejo which is subject to the policy as supporting informants. To collect the data, researcher used interviews, observation, and documentation, as well as triangulation technique to test the validity of the data. The steps to analyze the data using data reduction method, data presentation, and drawing conclusions or verification.
The results showed that; Implementation of Purworejo's car free day conducted by the Unit. Based on the output indicator of the policy, the Unit carrying out their duties outlining the main objectives of implementation of car free day, such as; Dishubkominfo set the temporary closure of several roads into the car free day area and divert it to another road. Diskopperindagpar manage the street seller, as well as Purworejo Police in charge of security of the visitors. Based on the community conformity to the decision, the unit adhere to all the rules contained in the policy of the car free day. Based on the real impact indicators, the implementation is successfully implemented due to various requirements that are fulfilled.
Regarding the identification of supporting and inhibiting factors; standard factors and objectives, resources, communication, social economic and political environment and the attitude of the organizer are all factors that supporting the implementation of the policy. However, the policy performance factors, and characteristic of the organizer  into the factors that inhibited the implementation of the policy. Public response to the implementation of Purworejo's car free day program policies appear in various forms. Such as; sports, arts and cultural activities, culinary and non-culinary business, and recreation.
