The objectives of this study are: 1) to discover specific teaching strategiesused by the English teacher in teaching speaking at the International Class Program;2) to describe the implementation of teaching strategies that are used by the Englishteacher; 3) to identify the impact of the teaching strategies toward students’ speakingfluency.This research was conducted at the sixth grade of Madrasah Ibtida’iyahInternational Class Program of Nurul Ulum Bojonegoro in the first semester ofacademic year 2015/2016 with 24 students categorized as an active students comefrom different social and economic background. The method used in this study was aqualitative research in the form of case study. In collecting the data, the writerconducted interview, class observation, and document analysis.The result of this study shows that 1) there are three teaching strategies toteach speaking: a) pair work b) story telling c) group work; 2) the teacherimplemented the strategies in the elaboration step in which the students are assignedto do the worksheet; 3) Implementing the teaching strategies in the speaking classdrives the students to have speech rate around 110 – 130 wpm, silent pauses in 1 – 3seconds and some fillers.It can be concluded that pair work, story telling, and group work are veryuseful to be implemented in the speaking class in which the students can becategorized as active learners. These teaching strategies are believed to provide moreopportunities for the students in producing oral language that influences theirspeaking fluency. Thus, in teaching English to young learners, teachers need to knowhow to facilitate the students to be successful in the learning process. Hopefully thisstudy will also inspire other researchers who are interested in conducting research onother aspects of strategies in teaching speaking to young learners.Keywords: teaching strategy, young learners, speaking fluency, case study
