ABSTRAK
Tujuan penelitian ini adalah untuk mengetahui 1) Kevalidan instrumen (perangkat pembelajaran berbasis STS) untuk menjamin data hasil penelitian, 2) Keefektivan perangkat pembelajaran berbasis STS untuk meningkatkan kemampuan metacognitive siswa.
Penelitian menggunakan metode penelitian dan pengembangan model Borg dan Gall yang dimodifikasi. Sasaran penelitian terdiri atas sasaran kelas uji coba dan kelas pengembangan. Sasaran uji coba perangkat pembelajaran yang dikembangkan adalah siswa kelas X IPS 3 SMA N 2 Surakarta Tahun Pelajaran 2015/ 2016, sedangkan sasaran pengembangan perangkat pembelajaran berbasis STS adalah siswa kelas X IPS 5 (kelas perlakuan) dan X IPS 3 (kelas kontrol) SMA N 2 Surakarta Tahun Pelajaran 2015/ 2016.
Hasil uji coba kelayakan menunjukan bahwa instrumen valid digunakan untuk penelitian dengan nilai pencapaian sangat baik. Hasil Uji coba diperoleh prosentase pencapaian sangat baik. Hasil penelitian menunjukan bahwa perangkat pembelajaran ekonomi berbasis STS efektif untuk meningkatkan metacognitive pada saat uji efektivitas antara kelas kontrol dan kelas perlakuan. Nilai rata-rata metacognitive kelas perlakuan lebih tinggi dari pada kelas kontrol, dan nilai rata-rata hasil belajar kelas perlakuan juga lebih tinggi dari kelas kontrol. Nilai tersebut menunjukan bahwa secara keseluruhan nilai kelas perlakuan lebih tinggi dibandingkan dengan nilai kelas kontrol.

ABSTRACT
The aim of the research are to determine 1) The validity of the instruments (Learning device based STS) for Guaranteeing data of the research result. 2) Effectiveness of learning device based on STS to improve metacognitive ability of the student.
The study used research methods and development model Borg and Gall modified. Targets of the research consiSTS of "trial class" and "development class". Trial target of learning device developed is the students grade X IPS 3 SMAN 2 Surakarta in academic Year 2015/ 2016, while the development of learning device based  STS is the students grade X IPS 5 ( Instrument class) and X IPS 3( Control class) SMAN 2 Surakarta in academic Year 2015/ 2016.
The trial results of feasibility showed that the valid instrument used for research with the achievement of excellent value. The results of obtained by the percentage of excellent achievement. The results showed that the learning device of economic based on STS effective for improving the metacognitive at the time of testing the effectiveness test between the control class and the development class. The average value  of metacognitive of development class higher than the control class, as well as to the average value of learning outcomes of development class higher than the control class. This value indicates that overall, the value of development class was higher compared with the control class.
