ABSTRAK
Tujuan Penelitian ini adalah mengetahui prosedur pelaksanaan pendaftaran tanah serta hambatan hambatan yang dihadapi dengan sistem negatif bertendensi positif di Kantor Pertanahan Kabupaten Boyolali dan untuk mengetahui bagaimana kekuatan pembuktian sertifikat hak atas tanah sebagai hasil dari pendaftaran tanah yang menggunakan sistem negatif bertendensi positif di Kantor Pertanahan Kabupaten Boyolali.
Penelitian ini menggunakan tipe penelitian yuridis normatif. Pendekatan dalam penelitian ini yaitu Pendekatan Undang-Undang (statue approach) dan pendekatan konseptual (conceptual approach) menghasilkan data primer dan data skunder yang dianalisis menggunakan metode analisis interaktif.
Hasil penelitian ini adalah bahwa pelaksanaan pendaftaran tanah di Kantor Pertanahan Kabupaten Boyolali yang menggunakan Pendaftaran tanah dengan sistem negatif bertendensi positif telah mengacu para aturan perundang-undangan yang dianut di Indonesia, namun demikian masih banyak hambatan-hambatan yang dihadapi baik hambatan teknis maupun non teknis, sertifikat sebagai hasil akhir dari pendaftaran tanah yang menggunakan sistem negatif bertendensi positif mempunyai kekuatan pembuktian yang kuat tetapi tidak mutlak.

ABSTRACT
The purpose of this research was to determine how the implementation procedure of land registration and barriers faced by negative system in positive tendency in Land Office Boyolali District and to knew the power of proof Certificate of Rights Land as a result of land registration system that used negative system with tendency positive in Land Office Boyolali District.
This study used a type of normative juridical research, the research focused on assessing the implementation of the rules or norms of the positive law. The approach in this research to Act (statue approach) and conceptual approach (conceptual approach) generate primary data and the data were analyzed using the method of secondary analysis interactive.
The results of this study was that the implementation of land registration in the Land Office Boyolali which used land registry system with a negative tendency to positively had referred the rule of law followed in Indonesia, however, there were still many obstacles facing both technical barriers and non-technical, certificates as a result of a land registration system that used negative positive tendency had the strength of evidence that was strong but not absolute.
