The  objectives   of  the  research   are:   (1)   to   discover  that   Vocabulary
Improvement Program (VIP) can foster learners autonomy at TOSE Preparation 2
Program of IAIN Surakarta in the academic year 2016/ 2017; (2) to explore the strengths and weaknesses of VIP when it is implemented.
The method  used in  this  research  was  action  research.  The research  was conducted at TOSE Preparation 2 Program from March to May in 2017. There are two kinds of data collected in this research: qualitative and quantitative data. The qualitative data were collected using observation, questionnaire and interview, while the quantitative data were collected using tests (pre-test and post-test). Then the qualitative data were analyzed by assembling, coding, comparing the data, building interpretation, and reporting the outcomes. The quantitative data were analyzed using descriptive statistics.
The research findings show two important points. First, implementing VIP can foster learners autonomy. It can be seen from principles of vocabulary learners autonomy which were low in the preliminary research then raised after VIP was implemented. They were: 1) 84% of the learners admitted they did know what and how to learn about vocabulary for TOEFL, 2) 84% of them were aware of what is involved in knowing word, 3) 81% of them were familiar with the language systems in using the vocabulary, and 4) 84% of them  know how to  use the vocabulary effectively. The improvement also was shown from the result of post-test, which was
54% of learners passed the vocabulary for TOEFL test with mean score was 69.50. The second finding is there are some strengths and weaknesses of VIP when it is implemented. Thus, the effectiveness with which learning strategies can be both taught and used will depend on a number of variables, including proficiency level, task,  text, language modality,  background  knowledge,  context  of learning,  target language, and learner characteristics.
It is recommended for teachers to implement VIP to foster learners autonomy. However,  the  learners'  feelings  and  what  they  think  when  studying  vocabulary learning strategies must be considered since the benefits are for themselves
