This research is aimed at (1) finding out difficulties encountered by the English teachers in conducting the questioning stage of C13’s SA, (2) finding out the factors underlying the difficulties, and (3) revealing the factors that underlying the reluctance of students in asking questions.
This research uses qualitative case study method. The research was carried out in April to August 2016 in SMA N 4 Surakarta which is located at Jln. Adi Sucipto No. 1 Surakarta. The sources of the data were events, informants, and documents. The data were collected through observation, in-depth  interviews, questionnaires, and document analysis. The teaching and learning processes were observed and noted. The data were analyzed using interactive model of qualitative data analysis technique, which includes data reduction, data display, and drawing conclusion.
Based on the observation, interview, questionnaire and document analysis, it can be concluded that there are four problems faced by the teachers in conducting the questioning stage, they are: (1) teachers didn’t remember to  conduct, (2) teachers intentionally skip it, (3) teachers weren’t able to challenge the students to ask, and (4) teaching materials were regarded not able to challenge the students to ask. Students also encounter some problems in asking questions, they are: (1) what: knowledge, (2) how: capability to construct questions, (3) who: character, (4) to whom: perception and (5) when and where: situation.
The findings imply that there are several problems that occurred during the questioning stage. Thus, both teachers and students should be aware, find and use the most appropriate learning strategies to overcome their problems.
