× ABSTRACT The Village Library development policy the Surakarta City Government has being conducted aims to support the attempt of increasing the public’s reading interest. This program was conducted in many kelurahan in Surakarta city area. The implementation was undertaken by the Surakarta City’s Local Archive and Library Office. The fund was taken from the Surakarta City’s budget. This research aims to describe the implementation of Village Library development program as well as in the terms of resources factors including the implementer’s attitude, communication and society’s support. This research is descriptive qualitative in nature. The data collection was done using interview through the purposive sampling and supported by documentation. Model of analyzing data used was an interactive analysis model consisting of three interrelated components: data reduction, data display and conclusion drawing. In order to verify the data validity, data triangulation was employed using several sources to ensure its validity. From the result of research, it can be found that the Village Library development policy can increase the society’s reading interest indicated by the increased number of visitors in Village Library. Each stage of implementation can be realized consistent with the technical instruction of Village Library development policy. The smoothness of development policy is supported by the availability of resources such as fund and human resources. The communication established can increase the society’s knowledge on this development policy. The Surakarta City’s Local Archive and Library Office, as the implementer, had been able to empower the society to participate actively in the policy success. The society’s positive support really contributes to the success of policy.
