ABSTRACT Dynamic and inwroughtly arranged service transportation is needed so that transportation management work well. Surakarta, as a city who reliing commerce and tourism sector, land transportation becomes vital shares and very reliing on as supporter, and impeller for city growth and development. But with all carrying capacity and resources which Surakarta owned it, make it resistance in its own growth because its traffic sector has starting to show less support. So it needs to know how implementation of strategic planning of DLLAJ Surakarta in managing traffic in Surakarta. This research done in DLLAJ of Surakarta. The research is using qualitative descriptive methods where it try to explain fact or truth reality in field. The data collecting technique is conducted by interview, documentation, and observation. The data validity is used data triangulation technique. Then data analysis is done by using interactive data analysis model. The result of the research shows that DLLAJ of Surakarta city has done strategic management in planning, formulation, implementation, and also controlling. Workplan which have been made can be implemented according to strategic planning, and can support performance of DLLAJ of Surakarta in carrying out governance business in the field of road; street transportation and traffic. The workplan execution wheter annual or insidental until 2008 by 12 workplan in strategic planning, 9 workplan have been implemented according to plan. There are 3 workplan which not yet been done because of some unfinished work. Based on the research’s result, is known that the implementation of strategic planning haven’t maximaly work because of various resistence have appear, among of these are : the budget limitation, the limitation of supporting facilities and infrastructure, the quantity and quality of human resources are still limited, and the low of public awareness in traffic. On the other side, sugestion from development planning discussion has implemented to by city mayor made DLLAJ Surakarta workplan have to suitable with . Besides, society proposal appearance in development planning discussion which tend to to be prioritizeed be achieved make DLLAJ Surakarta have to accomodate the workplan by mayor policy.
