ABSTRACT Magelang regency is a regency which develop rapidly with dense inhabitant leading to the raising of unemployed persons and interested person in transmigration. These situation become defiance and assignment for public organization which run in labor force and transmigration fields. This research aims to describe the impact of organization changing which was in office and now it turns to labor force and transmigration official along with technical executor of labor force and transmigration unit in Magelang regency, to describe factors that influence occupations, as well as efforts to increase occupation in delivering service in this fields. This research is a descriptive qualitative research. The kinds of data come from primary data and secondary data. The data collection can be found from interview, observation, and documentation. For data validity, the writer used data triangulation by comparing answers from interactive questions which consist of three components; there are data reductions, described data, and conclusion. In this research, we can conclude that the backgrounds of the changing office become labor force and transmigration official in Magelang regency was because of PP no. 8 th. 2003. This alteration came from Perda no. 30 th 2004 as substitution of Perda no. 21 th 2001. These alterations only happen in organization structural. It influences to occupation, occupation before or after alteration can fulfill standard target. In measuring the occupation, the writer used affectivity indicator. The affectivity is measured by comparing between the target and the accomplished result. The implementation of the service activity is already affective, meanwhile, the writer found obstacles which leads to suboptimum occupation.
