ABSTRAK
Penelitian ini dilaksanakan dengan tujuan untuk menguji apakah terdapat perbedaan kinerja dengan pendekatan balance scorecard di rumah sakit daerah setelah dan sebelum ditetapkan sebagai Badan Layanan Umum Daerah (BLUD).
Obyek penelitian adalah rumah sakit umum daerah berstatus BLUD milik Pemerintah Provinsi Jawa Timur tahun 2008-2013. Teknik penentuan sampling adalah judgment sampling, anggota populasi yang memenuhi kriteria digunakan sebagai sampel. Sampel diambil 5 rumah sakit daerah berstatus BLUD milik Pemerintah Provinsi Jawa Timur. Teknik pengujian hipotesis  menggunakan analisis uji beda
Hasil penelitian ini menyatakan bahwa ada perbedaan pada kinerja keuangan, kinerja perspektif pelanggan, kinerja perspektif bisnis internal dan kinerja perspektif pembelajaran dan pertumbuhan pada rumah sakit sebelum dan sesudah berstatus BLUD.

ABSTRACT
This research is aimed to examine the difference of the public hospitals performance with balance scorecard, before and after decided as Badan Layanan Umum Daerah (BLUD).
The object of this research is the BLUD public hospitals whose  East Java Province and the range of this research covers the period of 2008 until 2013. The sample in this research is determined by judgment sampling, the sample that had criteria in which the population is used as the sample. The sample are 5 the BLUD public hospitals East Java Province. Further, the analysis is conducted by using difference analysis.
The results of this study stated that there are differences in financial performance, the performance of the customer perspective, internal business perspective performance and the performance of learning and growth perspective in the hospital before and after BLUD status.
