This action research aims to identify the implementation of the effective teaching strategy through Round Robin technique in improve students’ fluency in speaking. Round Robin technique was used in teaching hortatory text material. The subject of this research were 42 students of XI MIPA 1 SMA Batik 1 Surakarta. This research consisted of two cycles where in each cycle there were three phases: planning, acting & observing, and reflecting. The data was collected through observation, interview, test, and field notes. The result shows that the Round Robin technique can be effectively used to improve students’ fluency in speaking if the following conditions are fulfilled: 1) teacher should give a model of the implementation of Round Robin technique in the form of video or simulation to make the students easier in understanding the rules; 2) the teacher has to use some interesting media; 3) the topic should be related to the current issue; 4) the instruction should be clear; 5) the teacher should design a task where the students should perform their speaking ability. The effective teaching strategy was indicated by the improvement of students’ fluency as seen by their mean score of pre-test (12.1), post-test 1 (12.9), and posttest 2 (13.6). It also can be seen by the following indicators: 1) most of the students can deliver their ideas smoothly with minor hesitation, 2) they are also free from the fear of making mistakes which can be seen from their speak continuity, and 3) the students use English more often in the class. From the result above, it can be concluded that implementing the effective teaching strategy through Round Robin technique can improve students’ fluency in speaking.
